Is the wire connected at both ends?

The sending unit is MUCH more fragile than the gauge. If you pull the sending 
unit you'll probably find the little metal spiral broken. They aren't expensive.

Remove the seat back and there it is. A few clutch drive screws and it's in 
your hand.
