I would advise calling the Department of Motor Vehicles or the Secretary of
State which ever they call it in N.C.  I'm in Michigan where all Mechanics
are licensed by the State and there is a department that handles complaints
such as your.  They have a hearing and interview both parties to determine if
there is any liability.  Sounds to me like you have a ligitimate complaint
and fortunately have save the documentation.

I haven't had to use this process so I can't give you first hand knowledge of
how well it works or how fair they are.
