Mike, I think you are dealing with manufacturing tolerances here.  You
could try to loosen the shock a little and try to bolt things up, but
other than that you probably have to force it.
Did you install PU bushings?  If so, the stock rubber bushings probably
would have made this fitting easier since they are softer.
