Cross Rod Steady Ferrule

The right side (the longer one) cross rod, part of the handbrake mechanism
at the rear of my car, is supposed to be supported by a ferrule. I've seen
this part only on exploded diagrams, and not installed. A couple of
questions.....

        What material is this ferrule made of?

        The cross rod passes through the furrule, but what is the ferrule
attached to?
