Well in this case the "necessity" was really never there. Armies of slaves
and peasants working for next to nothing or spend time and money in R&D to
develop metal working, mechanical engineering, etc. I'd go with the
slaves.
Take the example of the Airfields the Chinese built during WW2. Massive
runways built by hand. They could have used heavy equipment and tools, but
they had millions of people in the area. again the "necessity" wasn't there
to invest in new ways to do things.
