Bryan,

I ended up running a ground wire from the steering rack on the left side to
the inner fender brace.

Seems that I did too good of a job when rebuilding the steering column and
rack on mine. I have the steering column completely isolated from the car.

Even with the wire I only get about 3/4 volume on the horn as opposed to
grounding the horn directly to the frame.
