suprise!!!!!!!!  it sounds like you got one of those labeled "rebuilt"
starters that are actually just repainted used pieces packaged up after a
brief test on the bench and a fresh coat of shine sprayed on.   there are a
bunch of companys that buy large lots of used components and do a brief test
on a bench and send out as a "replacement " component.   ran into these
types during a stint as a parts counterman at a company owned big a store in
allentown pa.   the best of luck in getting a good one.
