Hi Mike,
I have had really good luck using a product called "Ospho". It is available in
most paint shops, and just brushes on the metal surface, killing the existing
rust and forming a paintable surface. I use it anytime I take something down to
bare metal. It is fairly expensive, but a little goes a long way. Good luck with
