I think you are looking at the wrong piece. The front hub nuts are
from 25 to 65 ft/lb, heck the lug nuts are tighter than the specs you
quote at 45 ft/lb. I looked in 6 M/M manuals and found no specs at all
for the rear hub. May I humbly suggest that you recheck your source?

In my book, it says 25lbft.  (The hub nut, the hub nut!!)

Same figure in a Morris Manual.  I'd agree that this sounds a small
figure
for something that stops the wheel falling off at a corner.  I've
never had
one come off myself, though.
