I agree that the seal is more important on a forward tilt mod because it 
forms a critical "lip" in that case.  As to rust...????.... who washes or 
runs a car in the wet that has invested in a total restoration?

I think a clean restoration needs the seal in any case.  It hides the rough 
nature of that area.  Properly treated and installed, the area will be just 
fine with the seal.
