Patricia
When you say steering column to car, do you mean the clamp under the
dash? If yes, yes, 2 screws and 2 lock washers.

Or do you mean where the column bolts to the steering rack (under the
bonnet) NO lock washer there BUT and do not  hesitate to install a NEW
grade 5 or better 1/4 x 28 bolt with a NEW nyloc nut. This is a
critticle spot, if that bolt loosens up it will lock against the frame
and you will not have any steering. It is always a good idea to check it
every time you change the oil. If any doubt, replace it. If you ever
loosen it, use a new nyloc nut. Basically your life depends on that ONE
bolt.

If you meant the steering wheel, yes, there is a star washer behind the
nut.
