You can lower the 1/4 eliptical cars by loosening the spring bolts and
adding shims under the edge of the box that they slide in. The shim should
fit between the bolt part of the U-bolt that clamps the spring. Retighten
the two 9/16 forward bolts first. I've used this method many times before.
