Bill,
   Sounds to me like you have 125 pounds of storage pressure, but the 
regulator is screwed out too far to provide enough working pressure or 
volume.  The regulator works opposite the usual Lefty Lucy hose bib valve.   
Try turning the regulator knob in 5 - 10 turns and see what happens.  Mark
