This is the correct hookup, at least for some portion of the 1275s. The
other configuration (that I'm familiar with) is to have the hose connect
from the oil separator through a PCV valve to the intake manifold. So don't
worry about the lack of a PCV valve.

I'm afraid you need to look elsewhere for the problems. How much oil did it
use over the 3500 miles you've run it (assuming you have no significant
leaks)? Have you checked compression - is it OK? I know you said it was a
"new" engine, but of course sometimes mistakes are made...
