A swirl tank is about removing air from a system not reducing cavitation. It isn't going to fix a problem that doesn't exist and the problem it will fix is one where a Spridget has been modified such that the radiator now sits a lot lower in the car while the engine remains at the same height as before (eg rad sits below engine height).
