Geoff,
     I had the very same problem with my floors supplied by MiniMania.  There 
were
no captive nuts and where the gas pedal mounted to the floor is exactly where 
the
metal took a turn down for the depression.  After much head scratching, I just
mounted the pedal on the angle of the metal that leads down to the depression 
with
one screw at the bottom corner of the depression and the other screw at the top
corner of metal.  I just used a couple of nuts, bolts and lock washers (you're 
not
going to be removing it for anything anytime soon anyway) and then grabbed the
rubber foot pedal at the top and pushed it to the right.  It slid enough off the
metal tang it is mounted on to be straight up.  After the carpet is installed, 
you
won't think about it again.  One word of caution, if your exhaust pipe is
installed be very careful when you drill through for the mounting screws.  The
pipe is directly below this area.  The screws have to be just long enough to go
through and fit a lock washer and nut to clear the pipe safely also.
