Dave,
  I believe your are reading the proper intent
of the law correctly.   These laws are designed
to 'unclutter' the countryside of the approx.
2 million cars a year that are 'left on the side of the road'
or in the field etc etc.

This is NOT designed to be a death of hobbiest cars
This 'hobby' business is a larger tax income than
'new car' parts are for both state and local govt.

New cars and parts coming into dealers (licensed
lots) don't supply near the tax money to the govt
hobby parts do.
