the header you posess is not a flush fit.(some are and some are not!
depending upon type of construction at the flange.)   the tubes were put
through the flange and welded on the gasket side then the welds were ground
to a near level plane about an eight of an inch high.  each individual tube
has a sealing area.  but the flange itself is not meant to go against the
gasket.  even under serious torque that flange will not seal.  it is the
machined areas around each tube wich are the sealing surface.    the acid
test will be after you attach an exhaust system to the header and while
running hold a rag over the tail pipe .   listen for any "hissing like a
flat tire with a rather enthusiastic leak"  anywhere between engine and tail
pipe.   that would indicate a leak.  either tighter fastners or better
fittment of pipes would be needed to correct any leaks.
