My guess is that steam heat is leaking from the pipes.  The city generates 
steam and sells it to heat office buildings.  It is piped under the streets.  
Steam vents are a popular gathering place for our large homeless population.
If you have an LBC, you can park over one of these vents for a free 
undercarriage cleaning.  (Well, I had to find SOME LBC content!)
