First, make sure it is the mechanical part of the hand brake and not the
hyraulics. To do this, roll the car by hand, and step on the brakes. Now
see if it will still roll by hand with the same effort.
If not, replace the rubber brake hose(s).
If the back one is clogged, you can bet the front ones are too.
Change them at least every 10 years, they do have a manufacturer's date
embossed on the hose. If they are original, replace them. You don't want
to find out what happens when one bursts. BTDT!

The mechanical end of the E brake is quite simple, a cable running to a
set of rods which pull the levers inside the brake drum.
Check for seized up pivots, frayed or broken cable, rusted up cable, or
worn pivot pins.
