not safe to stop. In fact, Illinois Rules of the Road states that simply
having a green light does NOT authorize you to enter the intersection until
AFTER it is empty; makes no difference if the other guy is running a red
light, if you pull out there, you are at fault.
That is because: A green light means you may enter the intersection. A yellow
light means you may enter the intersection with caution. A red light means
that you may NOT enter the intersection, BUT MAY exit the intersection. What
most people think of as "running a red light" is legal. As long as the front
of your car breaks the plane of the intersection at your entry point under the
yellow, the light may change to red and you are merely obliged to continue out
of the intersection.
In the above, I can guarantee that if you are driving down the road, enter an
intersection under the green and you are T-boned by a yo-yo who entered the
intersection under a red (not under a yellow), you won't get charged with
anything.
Funny thing, law.
