That's exactly the song the politicians sing, and it's true.  However it is 
also true that the over-30's are only about 1% of the total and probably do 
account (percentage wise) for a great deal more of the AUTO pollution per car 
just because the new ones are so  clean.  

That's what the statistics say.  The real problem is that industrial plants 
are allowed to get brownie points by getting "old cars" off the road, which 
somehow increases the amount of pollutants THEY can dump through their 
smokestacks.   I don't understand this procedure, but the politicians 
apparently do.  It is some sort of convoluted checks and balances system that 
doesn't seem to impact them directly if they can convince somebody that they 
are doing good.

Sort of follows along with spending $2-million for one California Condor and 
then having some redneck shoot it.  But then again, if it doesn't have a 
habitat, maybe it would just as well be extinct.  Sure seems the money could 
go to better places, although at least it is private money in that case.

Anyway, if you want to send Gianni or Tony to take care of the author, LOL, 
he is Dean Florez, State Capitol Rm. 4090, Sacramento, CA 95814.  Offices in 
Fresno and Bakersfield.  It would be nice if the Californians who write their 
State Senators would include him by copy.  The key words are "opposition to 
SB 780."  Okay, off my soapbox.
