Again...I am a 1275 rather than a 1500
sorta guy but, Webers thrive on LOW
fuel pressures...like 1.5-2.0 psi and maybe a tad more for the track.

Then again, I think 1500's have an
engine driven mechanical pump? 
No doubt the fuel pressure output is
noted in your manual? If it is 3.0psi
plus this could be your problem.

However, if it's putting out less than 3.0,
overpressure probably would not be
a problem. I would thus suspect too high
a float (fuel level) in the float bowl or
a needle valve which is not fully shutting
off (worn), allowing the fuel level to 
rise above where it should be, thus
causing an exessively rich mixture.

If this is the case, you shouldn't need
the choke to start it at all actually. Is
there a smell of fuel which can be
detected from inside the car when you
try to start it, even without the choke?

On those occasions when it will start,
is there black exhaust smoke when
normally running or is the exhaust
"colorless" when normally running?

What are you running Weber-wise? The
progressive 2 bbl. DVG?
