The internet standards (which are not the only computer standards) are 
written by the IETF (http://www.ietf.org/) and the ISOC 
(http://www.isoc.org/). I believe, but am not sure, that this started 
at CERN, where the WWW was invented, much to the chagrin of Mr Gore. 
CERN is in Switzerland, not France.
