Hi Rich...

Bob Gardner and Jim Curtice give sound
advice in your case however, let's look a
little deeper into Jim's advice, after checking the "easier" Bob's
advice first,
'cause if he's correct and your throttle cable is hanging up in it's
fitting in the
heat shield, then the problem is "sol-ved" 
and we need look no further (maybe!:).

The chokes on SU's are mechanical. Gum
is not usually strong enough to overpower the mechanical advantage of a
cable operated choke, assuming the cable isn't way out of shape, though
of course anything is possible.

If the butterflies are "square" within their
bores, I'd look further into Jim's advice into jet centering as the
culprit
as I've got a sixth sense this MAY
have been the source of the "sticking"
jets resistance to lowering when the
choke cable was pulled.

Then again, I could be wrong but BTDT
nevertheless. :):)

If it is a jet centering problem, 
SU makes a handy-dandy little carb. tool
kit which I bought ONLY for the jet
centering tool contained within. Gets the
job done right the first time around in a
jiffy.
