A couple of things to check.
1) dirt, grit, or even a rag fuzz in the dashpot cylinder causing the 
piston to stick.
2) not fully closing butterflys, they must close flat.
3) bad poppet valve springs. Cut them off the butterflys and solder up 
the holes, file the solder flat.
4) uncentered jets. I never saw a jet centering tool but if you loosen 
the jet nut (large nut under the carb) and raise the piston, (dashpot 
removed) let it fall til it thunks then tighten the nut. Check it as you 
tighten that nut.
