I am certainly no expert... but as nobody answered your question yet... I
believe the "balance" is referring to the vacuum, and an intake manifold
designed with a "crossover balance tube" is usually for good idle/cruise
characteristics. I'll let a real expert tell us exactly why this is so!

The tube is so long it would be impossible for the front or rear pair of
cylinders to be able to draw fuel from both carbs. Vizard says the back
edge of the hole for the crossover tube is the single greatest hindrance to
proper flow through the SU manifold and recommends increasing the radius of
the hole. What happens if I plug the tube to make the ports flow better?
