An amp is the amount of current that will cause a one volt drop across a
one ohm load.  English fuses are the same as ours.  I think the confusion
comes from the fact that devices running on 240 volts require a fuse half
the amperage of the same device running on 120 volts, even thought the
wattage remains the same.
