On 1974-79 Midgets, the headlight, fan, and emergency flasher switches are 
held into their place by a black plastic retainer.  The piece you hold in 
your hand is broken from the top of that retainer, and the light illuminates 
the switch.  You will need to get a new plastic retainer from a donor car or 
someone on the list.  As far as I know they aren't available new.  Older 
cars with non-lighted rocker switches (68-73) use a metal spring style 
retainer.
