Now look, Tim, the boneheads in the State legislature have developed and 
entire "State Regulation" industry that has given rise to monumental 
levels of State bureaucrats whose sole job it is to devise new, inane 
regulations.  In even raising such a facetious quesiton you are 
jeopardizing the misbegotten employment of untold thousands of otherwise 
unemployable souls whose very existence is protected by the California 
State Employees Association union!   Any persistence on your part will 
result in previously discussed unmentionable pain and suffering to your 
person.
