You could add a doggie door to the fence and let them keep you company.

Bark activated whistle... an excellent idea and easy to create.
My neighbors are very nice people however for some reason they just
don't see a problem with the barking. What makes it worse is they
have a dogie door so the dogs can come and go as they please.
As for getting acquainted with the dogs. Before the fence was put up
on my property I would go over now and then and pet the dogs. They
would stop barking while I was there then start up again once I left.
Now that the fence is up it's not as easy to get over there to see
them.
