Throttle cable binding

The new throttle cable put on the bugeye at the OSHIT is a bit shorter than
the old one.  It wants to bind a bit in the hole through the footwell and
inner fender and makes throttle changes a little jerky.  Any harm in filing
out the hole a little to free it up.  

Or other suggestions?
