Frank,
     Is it just me or are you sitting a little high in the saddle?  When I
first had my seats made for my Bugeye the seat pads were a very dense
closed foam materail.  I sat just like you with my eyes level with
the top of the windshield.  After replacing the seat foam with a
softer one from (dare I say it...) Moss, I did not get any bugs on my
forehead anymore.
