I think that law also has provisions for the windsheild frame supporting the weight of the car if inverted. I believe a roll bar is mandated if the windshield frame can't support the weight of the car inverted. If you gently turn a Miata over and put it down, the windshield frame is supposed to remain intact. But, if you add any forces associated with momentum, the frame will collapse.
