ALMOST closed doesn't make it. Un ook the throttle cable and check to see
if there is any further closing of the butterflies. In my case it was a
worn throttle cable at the pedal end causing incomplete closure of the
butterflies.

Yeah, throttle springs are OK. Butterflies are sitting
almost all the way closed at rest.
