Was this an eBay car? If it was misrepresented to you there should be recourse
through eBay and/or Paypal and/or your Amex card / etc. Ebay especially does
not want this kind of thing to take place as it would tend to cut down on the
number of fees they collect.
If all else fails, a late night visit from a few friends with the head of a
horse might help him understand that reparations are in order. (then again,
maybe I've just been living and workng in New York too long...)

The chassis, engine and frame numbers are fake and the registration that came
with the car was from Kentucky!!
The pictures he used were carefully framed so as to avoid any chance of
displaying the trouble areas...
I sure hope he keeps away from LOTO....
