Ryan,
Any place that sells the K&N filters will usually sell the "Filter
Recharger" kit which contains a cleaner, the proper oil, and
instructions. Good for many cleanings.
Your symptoms sound like a vacuum leak, but I think you should start
by determining whether you have spark.
