Hi Andrew,

You're right, it is a "Retention" strap.  It shouldn't be to tight, just a
slight amount of play at it's end.

If it's tight, it will transmit some vibration to the car from the engine
and eventually break the device.  It's to keep the fan from interfering with
the radiator in the event of a panic stop.  At best, a safety device.  The
double nutting on it will keep it in the right place, ready to keep the
engine and trans from wanting to recore the radiator!
