Too much "squeeze down" of inbound airflow....high airflow "drag" numbers
accordingly. I forget the exact name of this
type of "drag", but this effect also makes for less accuracy in metering with
respect to progression, jets, etc.

Basically, too much carb for the application.

Anything below 34mm chokes, better all-around flow velocities, etc. with the
smaller
40.

If you choke a 45 down to a 32 choke it generally flows less and doesn't 
perform as well as 40 in the same size.  That of course begs the question 
why it's possible to choke down if it's a bad idea - I don't have an  answer.
