Jay,

I don't have the answers on this one either. I was just offering my
reasoning, not questioning your thoughts.  I don't mind being wrong but
would like to know why for future reference and just plain idle curiosity.

FWIW, When I mounted my new tires in early 2008, I had a local Firestone
dealer do it. They were the ones who suggested putting the weights on the
inside. It hadn't occurred to me. He told me that balance in the plane of
rotation would be the same - what might change would be the moments on the
axle & bearings. This made sense as I recalled all the guys who used to
reverse the wheels on their VW bugs back in the day decreasing the life of
the bearings.

I think I'll draw a scale cross section of the wire wheel sliced through
from top to bottom in the plane of the axle. Then I'll measure where the
weights are on the inside as opposed to where they would have been on the
outside. Maybe I can so a summation of moments acting on the
wheel/axle/bearings and see what actual difference there would be. I think
this can be done and the results might be interesting.  Of course, this has
nothing to do with balance, only with leverage on the axle/bearings.
