As Bill M says, higher fuses are NOT the answer. You have a short
somewhere and you need to find it. Melting wires does NOT help ;-)
Unless you have a LOT of aftermarket junk connected to the green
circuit, it isn't an issue of being a little over the rating.

My Number 1 suspect right now is the seatbelt warning light. check it out.

There are (or should be) four fuses in the box.

The two closest to the front of the car are fed by the Red/Green
coming from the headlight switch (hot whenever the headlight switch is
not off) and have red wires coming out the load side and feed the
running lights. The bottom one should be the left front and right rear
and the next one should be the right front and left rear (Lucas didn't
want you to lose both fronts, both rears, both lefts or both rights at
one time).

The top fuse is fed by brown (always hot from the battery)

The other fuse is the one that I believe has been blowing. It is fed
by the white wire coming from the ignition switch (hot when the
ignition is on) and feeds the green circuits. Yes, there are things
fed by the white circuit on purpose. These include the fuel pump (do
you really want the pump to die when a fuse blows???) and the
ignition. Do NOT move these. None of the green circuits should keep
the car from running, so buy a box or two of 20A fuses, disconnect all
of the green wires, and verify that the fuse is happy this way.
Reconnect one of the wires and test again. Figure out whether it is
the branch with the fuel gauge, heater motor, and seatbelt warning
light; the branch with the voltage stabilizer, handbrake switch,
hazards, turn signals, backup lights and brake pressure failure light;
or the branch with the windshield washer pump, brake lights and
wipers.
