This can also be caused by the wrong pin on either end. -
i have even seem Speedo's off because of to many twists in the driving cable.
At least i think that what was the problem. - i pulled it out and put the same
cable in.
The speedo stoped junping between a ten mile range & was smooth again..
I have also seen the gears on either end bad causing problems.

This will be my 2nd speedo in 3 years.

I think your speedometer drive gear, the spiral inside the tranny, is slipping
on the rear shaft.
Or the drive gear itself is shot.
I have both, the plastic drive is an easy fix, if it's the spiral inside the
tranny, that is no fun.
Some transmission dis-assembly required.
