Wiper bezel gasket location

Here's the stupid question of the day as I try to put all the tiger
pieces back together. I've got these nice new windshield wiper bezel
gaskets. So what's the proper location? I assumed they went between the
bezel and my nice new paintjob. On closer inspection of the old parts,
there is an old gasket stuck to rubber spacer which goes inside the dash
cavity. Does the bezel sit directly on the paint?
