You just haven't had contact with the "Military Mind".  When they specify
locations of identification, they could care less if it's smack on
your best paint job, it's going to meet regulation, or your in trouble "mister".

BTW: Torque specifications are rigidly followed in aircraft and space programs.
Special tools are designed to limit torque in special
circumstances.  The exact fit between the mating threads and the lubricity of
the two surfaces are controlled.  In critical situations a
"crushable" one-time-use washer limits applied load.  Torque really isn't the
important factor.  The tension in the bolt is.   Torque is simply
used as a convenient analog of the tension, which is difficult to measure.  The
condition, lubrication, and fit of the threads can give the same
torque reading with large tension variations, so it is an imperfect tool unless
the other factors are controlled.
