They can do better than that and they can be gas hogs.

How is the cam set-up?  Lift, dwell, LCA, was it installed straight up
or rotated a bit?  What heads are on the beast?  manifold? exhaust
manifold/headers? system?  How about ignition?  Plugs?  Timing?  Vac
leaks?  Carb?  Had it dyno'd?  How many lbs/hp across the rpm range? 
Some 2 bbl carbs are much bigger than the front two of a 4 bbl.  Is
that the case?  My Holley 650 is pretty small on the front two barrels.

Gear ratio?  Tire size?  weight?

Get it on a dyno (with the engine instrumented) and give us the numbers.
