It looked like a blind hole to me.

In general, if you are concerned with metal chips falling into areas where you
don't want them, then you can grease the tap (the drill bit, also, but you have
to drill _real_ slow), and make sure you back the tap out after every turn or
so, then re-grease the tap.

Of course, if you're not a hack like me, you would remove the intake manifold
from the car and then do the repair where you can see what you're doing and not
get metal bits where they don't belong etc. I guess I should just up and do it,
huh?
