Could be that you used the wrong gasket for the
powervalve, or the new powervalve is leaking. If this is
a Holly could be that the gasket between the throttle body and the
base is leaking or installed incorrectly.
If the main jets are loose then fuel can leak around the jets.
If the fuel pump is putting out more than 9 psi or so then
you will overcome the needle and seat and flood the carb.
