There are horizontal slots in the vertical riser at the end of that area, but I
believe you are describing some holes made for hood pins, rather than fix that
latch adjustment properly, or to hold on a glass hood for racing.

A 1/2" hole sounds anything but "little".  Wonder where that drill came from?

I'd vote for welding them shut, but not Bondo plugs, as they will just shrink 
and
fall out. Be very careful of your VIN plate and original rivets, if you have
them.  In most places it is illegal to remove them, and if you have original
rivets, it would be a shame to destroy them.  If that's the case, leave the 
holes,
and plug them with the same kind of buttons that are on your dash.  Electronic
stores carry them.
