There is undoubtedly some way to adjust the "zero" on the tach, although I
have never tried to myself. The zero is probably adjustable mechanically by
means of the return spring on the meter. However, if the meter reads zero
with the engine off, then I suspect you may have a problem associated with
the signal from the distributor. Do you still have the stock points and
condenser (capacitor)? Tachs are usually pretty sensitive to the points
adjustment at low rpms. Try checking your points gap and set to about
0.016-0.018". Make sure you also have a good condenser installed too. You
also might try making one more loop around the tach pickup and see if this
helps.
