Jim,
The problem probably is that the rack is simply not centered when the wheels
are pointing straight ahead. Start by centering the rack exactly half way
between the extremes of travel. Then pull the steering wheel link and center
the steering wheel. Then, the tie rods should be equal on left and right
sides. If not, then something is seriously bent.
